City Mayor Valdemar M. Chiong met with all tricycle drivers and operators in the city to discuss the directives of the Department of the Interior and Local Government (DILG) Memorandum Circular 2020-036 that prohibits Tricycles, Pedicabs, and Motorized Pedicabs from operating on National Highways.
In his message, Mayor Val Chiong expressed that while the LGU is compelled to follow the directives of the National Government because it is a national law, he is also concerned on the welfare of around 500 tricycle drivers and operators who will be displaced and lose their means of living once the memorandum will be strictly implemented.
Mayor Val pointed out further that the city has only a small portion of interior roads and the big portion is mountainous, thus it is inevitable for tricycles to ply the national highway especially from Barangay Langtad to Barangay Tinaan and Barangay Tuyan because there are no alternative routes.
Mayor Val said that he will appeal to the DILG citing that the city has already formulated a tricycle route plan and has identified a portion of the national highway to be used by the tricycles. These are all embedded in the city’s Traffic Management Code.
The mayor also urges all tricycle drivers to adhere to traffic rules and follow the implemented tricycle route plan, secure permits and renew their franchises. He warns them that anyone violating the traffic rules will be apprehended. He instructed the City Traffic Management Authority ( CNTMA) with the help of the PNP- City of Naga and PNP-Highway Patrol Group stationed in the city to strictly enforce the traffic rules and issue citation tickets or Temporary Operator’s Permit (TOP) to anyone who violates especially those running without permits and franchise.
In his ending statement, he emphasized that the rerouting of the tricycles among other provisions of the Traffic Code is all for a peaceful and orderly City of Naga and he hopes for the cooperation of everybody.
