Ang ceremony gipangulohan ni Mayor Val kauban ang mga City Councilors led by Vice Mayor Jingjing Chiong, LGU department heads led by City Administrator Engr. Arthur S. Villamor, DepEd City of Naga Schools Division led by Division Superintendent Dr. Ronald G. Gutay, Veterans Federation of the Philipines – 1st District of Cebu Chapter, uniformed personnel led by their respective heads ug mga LGU employees.
